Recreation Project
Revitalizing Our Community Spaces
After years of active use, our tennis and basketball courts have reached the end of their lifespans. Although the pickleball court is newer, it was built on a different grade than the tennis courts, and poor construction has caused a depression in the center. To ensure safety and usability, we must now replace or repurpose these spaces.
This project is about more than just repairs. It is about preserving the heart of our community. These courts are where campers learn, adults compete, families gather, and friendships flourish. From morning tennis to midday basketball to evening pickleball, these spaces serve all ages, across many months of the year.
Doing nothing comes at a cost. If the courts continue to deteriorate, they will eventually become unusable. At that point, the club would face the significant expense of demolition, material removal, and site restoration. Moreover, much of the funding currently available for court replacement would no longer be accessible if we opt for demolition.
Letting these courts go would mean losing a vibrant part of club life. Well-maintained recreational spaces enhance property values and community appeal. By investing in this project, we are safeguarding the energy, connection, and traditions that define our club – today and for generations to come.
Protecting Our Water Supply
The proposed improvements provide important protection for our public wells, helping to safeguard water quality and public health. The current grading of the courts together with the deterioration and composition of the current court surface create a potential threat to the wells.
The new design increases the distance between the courts and the wells and greatly improves drainage so water flows away from the wells into new catchment areas. In addition, the new court surface will utilize a modern coating designed to minimize any potential environmental impact. We are confident that under the new design the new courts will materially reduce the current threat of contaminants to the wells.
The new design is being reviewed by both the Water Trust and the RI Department of Health and the project will not proceed without their approvals.
Project Scope
The Recreation Project is a comprehensive initiative to restore and enhance some of the most valued areas of our club. It is not simply about replacing worn surfaces – it is about creating a better experience for members of all ages and ensuring our facilities continue to meet the evolving needs of our community.
Scope Includes:
- Full replacement of basketball, tennis, and pickleball courts
- New fencing around the tennis courts
- Grading the courts so that water flows away from the wells
- Creating a buffer zone between the wells and the courts to provide the Water Trust with flexibility to upgrade their infrastructure
- Expansion of green space near the playground, with improvements to support future shading needs
Current Status
The Recreation Project Committee has redesigned the proposed project. Our goal is to replace the Club’s courts while ensuring the protection and preservation of the Water Trust wells and source water. To that end, we engaged Bob Ferrari, Northeast Water Solutions, Inc. (NWSI) Principal Engineer, as a project consultant. NWSI is the Water Trust’s long time water system management partner.
The new design includes a revised drainage system, a review of equipment and construction methods, elevation surveys of current conditions, product specifications for both existing and proposed materials, architectural plans, a review of the Water Trust’s water source, wells and related infrastructure, and many other supporting details.
Following engineer Bob Ferrari’s recommendation, we submitted the new design to the Rhode Island Department of Health for their review. For the project to move forward, the following steps must occur (in this order):
- RIDOH must approve the plan (possibly after requesting modifications to the design)
- The Touisset Point Water Trust must approve the project
- TPCC members must vote on whether to move forward
- If approved, we will begin fundraising to support the project
Once we receive approval from RIDOH and the Water Trust, we will organize and publicize a Club meeting and presentation to share the updated plan with the TPCC community. During this meeting, we will also review the updated cost estimate. Members of the Recreation Project Committee and NWSI engineer Bob Ferrari will be at the meeting to field Club member questions. We anticipate a Club vote on whether to move forward with the project at the TPCC Opening Meeting in June.

Financials
Once the Recreation Project receives approval from the Rhode Island Department of Health and the Water Trust, we will finalize the project cost. Additional modifications may still be requested as part of that process, and so we want to ensure the budget accurately reflects the final scope of the project.
